ECNS Privacy Policy
This Privacy Policy explains the information practices of ECNS (hereinafter referred to as “we”, “us” or “our”) and the choices you can make about information collected through our websites, and applications (APP). The policies below apply to all services provided to you by us, whether you gain access to it through a computer, mobile terminal or other devices.
By visiting our sites, you have committed yourself to having read and understood the practices described in our Privacy Policy. Please be advised that your disagreement with anything outlined in this Privacy Policy may affect your access to all or part of the services we provide. You have the right to withdraw your consent at any time. If you have any queries or need our coordination to withdraw consent, please contact us by ecns@chinanews.com.cn, we will deal with it in time.
I. Information We Collect
Based on the principle of legitimacy, justification and necessity, we only collect information necessary for the services we provide, which includes:
1. Log information: when you use our services, relevant information will be automatically collected and stored as log information.
2. Device information: including device type, version of operating system, UDID (Unique Device Identifier), battery and signal strength.
3. Software information: including version of software and browser type.
4. IP address of the device you use to access our websites, the time you access our webpage, the duration of your visit and the operating system of your device.
5. Service log information: including the information you search and view when using our websites, service failure information and referral websites.
6. Location information: when you use services related to location, we may record the location information of your device for the purpose of providing you with relevant services. When you use our services, we may get your geographic location information through your IP address, WiFi or base station. Your geographic location may be included in the information provided by you or other users when using our services, such as information included in your account information or geo tagging information contained in your shared photos.
Please be aware that when you use the search services provided by ECNS, we will collect all information including key words queried as well as your device information, some of which will be temporarily stored on your local device with the aim of offering you an efficient search service. Please note that your personal identity cannot be recognized through your key word information alone as it is not personal information. Therefore, we have the right to use it for other purposes. We only regard your key word information as personal information when it is related to other information about you and can indicate your personal identity. In that case, we will process and protect your key word and search history information in accordance with our Privacy Policy during your combined use of key words and personal information.
II. How We Use Your Information
We may use your personal information in compliance with the law in the following ways:
In cases of activities concerning national security, public social interests, criminal investigations and security of you or other users’ life and property, if we cannot obtain your consent or authorization in time, we may process your personal information without your authorization through legal channels subject to laws and regulations.
In cases other than the above scenarios, if we need to collect or use your personal information, we will ask for your explicit consent and fully explain to you the application scenarios, contents and scope of information prior to your consent.
III. Use of Cookies and Web Beacons
Cookies help websites identify registered users and count the number of visitors, so they are predominantly used by websites to determine whether a registered user has logged in.
ECNS promises that our use of cookies serves the sole purpose of upgrade of service and product quality, as well as optimization of user experience.
If you do not want your personal information to be stored in cookies, you can modify your browser settings: you can either choose “decline cookies” or “notify me when the website uses cookies”. Given that the services of ECNS can only be fully actualized by accepting cookies, if you choose to decline cookies, your access to our sites or some of our services may be affected. If you continue to enable cookies, you will be prompted to save user information on the website to simplify login (such as one-click login) next time you access the site.
Our approaches and purposes of using cookies apply equally to web beacons.
IV. Information Security
We make every reasonable effort to protect the personal information we obtain. We have established a special data security department to safeguard our users’ personal information. In order to prevent users' personal information from being illegally accessed, copied, modified, transmitted, removed, destroyed, processed or used in unexpected or unauthorized circumstances, we have and will continue to take the following measures to protect your personal information:
1. With the adoption of encryption technology and isolation technology, personal information is stored, encrypted and isolated from outside networks.
2. In the use of personal information, such as display and correlation calculation of personal information, we adopt multiple data desensitization technologies including content replacement and encryption desensitization to ensure the security of personal information.
3. We have established strict systems for the use and access of data, with strict control over data access and multiple identity recognition technologies to protect our users’ personal information, and avoid any unauthorized use of their data.
4. We manage and regulate the storage and use of personal information by establishing a data classification and rating system, secure data management specifications and safe data development specifications.
5. We have established a special department for data security. The department, responsible for the emergency response of issues related to data security, is committed to promoting and safeguarding the security of our users’ personal information.
Various risks concerning information leakage have always existed in the network environment. In the case of any information leakage caused by unexpected situations or force majeure, we will try our best to control the situation and inform you of the relevant information including the cause of the incident, the security measures we have taken, and what security measures you can take to reduce any potential damage.
Please be advised that the personal information protection measures we provide only apply to the information gathered on our websites. Once you leave our sites and browse other websites, services and content resources, it will be beyond our obligation and capability to protect any of the personal information you submit to sites maintained by companies or organizations other than ECNS, even when your browsing of external links or websites is based on links or content found on sites under ECNS.
V. Data Storage
Your personal information is stored on our servers in China with password control, and access is restricted. When you need a cross-border information transfer service, you will continue to use our servers in China by default.
In the context of any of the following circumstances, we will retain your personal information (unless otherwise required by applicable law).
VI. Information Sharing
We will not disclose your personal information to third parties without your permission, except in the following circumstances:
1. We have obtained authorization or consent from you or your guardian;
2. The judicial organ or administrative organ requires us to disclose it based on legal procedures;
3. If a lawsuit or arbitration is filed by us against the user to protect our legitimate rights and interests;
4. According to the terms of service and permissions agreement reached between you and ECNS;
5. Within the scope permitted by law, in order to protect the interests of ECNS, interests of users of ECNS and public interests from harm.
VII. ECNS attaches great importance to protection of minors’ personal information. If you are under 16 years old, please make sure that you obtain written consent from your guardian(s) before using the services.
VIII. User Privacy Rights
1. Access and Correction
You have the right to know if we are processing your personal information, what personal information about you is processed by us, how we use your information and whom we share your personal information with. You also have the right to correct any information you deem incorrect. You can exercise your rights by accessing your account profile. If you have any queries, or if you think that our assistance is necessary to correct any information, please send an e-mail to ecns@chinanews.com.cn.
2. Information Portability
You have the right to access the information we collect from you in structured, common and machine readable formats and ask us to transfer such information to a third party. If you would like to exercise your legal rights to obtain such information, please send an e-mail to ecns@chinanews.com.cn.
3. Information Deletion
You can log in to your account to delete your profile information and other data. If you believe that we still retain data that you are unable to access and delete, you may ask us to delete such data under certain circumstances (for example, you believe that we no longer need to keep such personal information, or that you believe we are illegally dealing with your collected relevant personal information). You can send an e-mail to ecns@chinanews.com.cn and make a request.
4. Restrictions and Objections
Under certain circumstances, you have the right to ask us to stop processing your personal information held by us except for the purpose of storage. Please note that after we stop processing your personal information, we may use such personal information again if we have a legitimate reason to do so in accordance with General Data Protection Regulation (for example, to maintain a legal statement or to protect the interest of others).
Similarly, under certain circumstances, you also have the right to object to our processing of your personal information. Please send an e-mail to ecns@chinanews.com.cn.
5. Service-related Announcements
may send you service-related announcements from time to time when we deem it necessary. You may not be able to opt out of such service-related announcements. These announcements are not for promotion.
6. Contact and Complaints
If you wish to make a complaint about how we handle your personal information, please send an e-mail to ecns@chinanews.com.cn first, where we will try our best to deal with your request. In the event that you believe we have violated relevant data protection laws, your prior contact with Customer Services will not affect your right to file a claim with the Data Protection Authority in the EU country/region where you live or work.
7. Changes in Privacy Policy
If we make any major changes to this Privacy Policy, we will publish an updated policy here and notify our users. Please check this webpage frequently for any updates or changes to our Privacy Policy.
IX. Governing Law
These sites are published in the People’s Republic of China. We attempt to protect the personal information of all of our site users and we attempt to comply with local data protection and consumer rights laws to the extent they may apply to our services. However, our family of sites are located and targeted to citizens of the People’s Republic of China and our policies are directed in compliance with those laws. If you are uncertain whether this Privacy Policy conflicts with the applicable local privacy laws where you are located, you should not submit your personal information to us.
X. Statement for Users Outside the People’s Republic of China
If you are located outside the People’s Republic of China, you should be aware that your personally identifiable information will be transferred to the People’s Republic of China, the laws of which may be deemed to have inadequate data protection by your country. 个人信息： 指以电子或者其他方式记录的能够单独或者与其他信息结合识别特定自然人身份或者反映特定自然人活动情况的各种信息。

4.1安全保障功能
我们致力于为您提供安全、可信的产品与使用环境，提供优质而可靠的服务是我们的核心目标。为实现安全保障功能需收集必要信息。
4.2设备信息与日志信息
a.在您使用我们服务过程中，为识别账号异常状态、了解产品适配性，同时基于文件缓存、下载，日志存储等基础运营需求，我们需要获得您公共区域读写权限，并可能会自动收集您的使用情况并存储为网络日志信息，包括：
设备信息：为保证软件与服务的正常运行，我们会收集您的硬件型号、硬件序列号、操作系统版本号、MAC地址、软件列表、唯一设备识别码(如IMEI、AndroidID、苹果UUID信息等)、软件版本号、网络接入方式及类型、操作日志信息。

在您使用Ecns客户端时，保存图片服务可能会调用手机相机权限，并使用存储服务，您可以根据自己的个人情况，为Ecns开启相机授权，保存您感兴趣的图片。

我们将根据合法、正当、必要的原则，收集信息，这些信息将用于：
1.1 保障产品的正常运行，优化、改善各项功能和服务；
1.2满足用户个性化需求和互动体验；
1.3 保障用户和服务的使用安全。
2. 我们如何保护信息
2.1我们已使用符合业界标准的安全防护措施保护您提供的个人信息，防止数据遭到未经授权访问、公开披露、使用、修改、损坏或丢失。我们会采取一切合理可行的措施，保护您的个人信息。我们会使用加密技术确保数据的保密性；我们会使用受信赖的保护机制防止数据遭到恶意攻击。
2.2我们已经取得公安部信息安全等级保护三级认证，并与监管机构建立了良好的协调沟通机制，及时抵御并处置各类信息安全威胁，为您的信息安全提供全方面保障。
2.3我们会采取一切合理可行的措施，确保未收集无关的个人信息。我们只会在达成本政策所述目的所需的期限内保留您的个人信息，除非需要延长保留期或受到法律的允许。

2.5在不幸发生个人信息安全事件后，我们将按照法律法规的要求，及时向您告知：安全事件的基本情况和可能的影响、我们已采取或将要采取的处置措施、您可自主防范和降低风险的建议、对您的补救措施等。我们将及时将事件相关情况以邮件、信函、电话、推送通知等方式告知您，难以逐一告知个人信息主体时，我们会采取合理、有效的方式发布公告。同时，我们还将按照监管部门要求，主动上报个人信息安全事件的处置情况。
3. 除以下情形外，未征得您的同意，我们不会向第三方共享您的个人信息：

当您访问Ecns接入的第三方服务或程序时，第三方会依据自己的隐私权限政策或其他协议收集、使用、存储您的相关数据或信息。这些第三方程序可能会放置他们自己的Cookie或网络Beacon，这些将不受本隐私政策的约束。我们会努力要求这些主体对您个人信息采取保护措施，建议您在接受或使用第三方产品前应充分了解其服务条款及隐私权限政策。如果您发现有第三方产品或服务提供者存在违法违规行为，建议您终止相关操作。同时，您可以向Ecns反馈，我们将在查实后予以处理。
六、未成年人使用条款
